Dear friends,

Over the years, HaMoked has assisted thousands of Palestinians denied permits to the "Seam Zone" – the parts of the West Bank isolated by the Separation Wall. Obtaining these permits requires navigating a complex and hostile bureaucracy. In two-thirds of our cases, HaMoked eventually succeeds in obtaining the necessary permits. But the process often takes many months during which lands lie uncultivated.

The number of farmers requesting HaMoked's assistance to access the "Seam Zone" more than doubled last year. We are the only organization that provides this kind of assistance. We need your help in meeting this ever increasing demand.

The military is making it even more difficult for Palestinians to reach lands in the "Seam Zone."  New data we received through a Freedom of Information request shows a steady decline in permit approvals; whereas in 2014, 76% of farmers received permits to reach their land, last year only 28% did! Only a tiny fraction (around 2%) of these permit applications were denied for security reasons. Instead the military denies thousands of permit applications due to new and more stringent criteria regarding proof of ownership, the size of the plot and other bureaucratic requirements.

When the Wall was first built, it generated significant domestic and international scrutiny. Today no one is talking about it. Yet these restrictions have devastating implications for families dependent on agriculture for their livelihoods, for entire communities – and in fact for the integrity of the West Bank as a whole, as the Wall isolates fully 9% of its territory.

With your help, HaMoked will provide paralegal and legal aid to ensure that individual Palestinians can access their lands. We will also challenge the route of the Separation Wall and the permit regime itself which make these permits necessary in the first place.

במהלך השנים המוקד סייע לאלפי פלסטינים שלא ניתנו להם היתרי כניסה ל"מרחב התפר" – אותו חלק של הגדה המערבית הלכוד מעבר לחומת ההפרדה. כדי לקבל היתרים אלה צריך לצלוח סבך של בירוקרטיה עוינת. בשני-שלישים מהמקרים בהם טיפלנו, הצליח המוקד בסופו של דבר להשיג למבקש את ההיתר הנחוץ. אבל עד לקבלת ההיתר חולפים לרוב חודשים ארוכים בהם הקרקע נותרת ללא עיבוד. 

כיום הצבא מקשה יותר מאי פעם על פלסטינים החפצים להגיע לאדמותיהם הלכודות. מידע חדש שקיבל המוקד במסגרת בקשה לפי חוק חופש המידע מראה כי ישנה ירידה עקבית במתן היתרים: בעוד שבשנת 2014 ניתן ההיתר המבוקש ל-76% מהחקלאים שהגישו בקשה להגיע לחלקתם, בשנה שעברה רק 28% מהמבקשים קיבלו היתר. רק אחוז זעום מכלל הבקשות להיתרים מסורב מטעמי ביטחון. הצבא דוחה אלפי בקשות להיתר בשל קריטריונים חדשים ונוקשים; במיוחד בנוגע להוכחת בעלות על הקרקע, גודל החלקה ודרישות ביורוקרטיות אחרות.

מספרם של החקלאים שביקשו את סיועו של המוקד בקבלת היתר כניסה ל"מרחב התפר" בשנה שעברה היה יותר מכפול לעומת מספרם בשנת 2017. המוקד הוא הארגון היחיד שמספק סיוע שכזה. אנחנו זקוקים לעזרתכם כדי שנוכל להמשיך לסייע בהיקף הדרוש, ההולך וגדל.

כשהחלה בניית החומה לפני 15 שנים, היא זכתה לקיתונות של ביקורת מבית ומחוץ. כיום הנושא אינו נמצא כלל על סדר היום. ואולם, להגבלות המוטלות ב"מרחב התפר" יש השלכות הרסניות עבור משפחות וקהילות שלמות התלויות בחקלאות למחייתן – ואף לעצם לכידות הגדה המערבית כולה, שכן החומה מבודדת 9% משטח הגדה.

בעזרתך, המוקד ימשיך להעניק ליווי וסיוע משפטי כדי להבטיח שפלסטינים יוכלו להגיע לקרקעותיהם. כמו כן, נגביר את עבודתנו העקרונית נגד תוואי חומת ההפרדה ומשטר ההיתרים שחל ב"מרחב התפר" – בגינם אנשים צריכים לבקש היתרים מלכתחילה.
